Western Regional Jail Release Paths
Western Regional Jail and Correctional Facility can hold people in several legal postures. A Putnam County defendant may be awaiting trial, serving a jail term, awaiting transfer into the state prison system, or held for another authority. The facility has also held federal detainees. That mixed role makes the word “release” too broad on its own. A court-ordered bond, recognizance release, dismissal, time-served judgment, probation order, or home-confinement order can lead to community exit. A transfer entry means custody continues. Movement for court, state correctional placement, another county, a federal authority, or a documented immigration hold is not community release.
The best proof uses two records. The Putnam Magistrate or Circuit Court order explains the legal authority. Western's movement or release entry shows when that authority was carried out and may name the destination. If one record says a charge was dismissed but the other shows a transfer, report the transfer. Another case, warrant, sentence, writ, or hold can keep a person confined after the Putnam basis ends.

- Call Western at the published main number and provide enough identity details to avoid a same-name error.
- Request the WVDCR movement or release record and pair it with the operative court order.

Putnam County may hold the arrest report and court record, but the Sheriff does not operate Western's roster. No dedicated Western release-record form, published release-record fee, photo fee, retention period, or fixed online visibility window was found. A written West Virginia FOIA request may identify the existing booking and ask for electronic records, a cost estimate, and the statutory basis for any withholding.

Give the full name, date of birth if known, arrest or booking date, Putnam County as the charge county, arresting agency, and any booking, offender, or court number. Ask for admission date and time, release or movement date and time, release authority or type, destination notation, booking charges, and identifiers. Do not ask staff to create a narrative. Request the existing fields and the nonexempt part of each responsive record.
Under West Virginia FOIA §29B-1-3, the custodian must take one of the statutory response actions as soon as practicable and within five days, excluding weekends and legal holidays. That is a response deadline, not a promise that every large request will be produced in five days. Actual reproduction cost may apply, while search or man-hour fees may not. Exemptions and redactions receive record-specific review.
Western's Regional Release History
The official Western facility page places the jail in Barboursville, Cabell County, even though it is Putnam County's primary adult detention facility. Western opened on December 13, 2003 and serves Cabell, Lincoln, Mason, Putnam, and Wayne counties. The Putnam Prosecuting Attorney's law-enforcement page confirms that Putnam jail questions route to Western. Those admission and release counts are historical, facility-wide figures from WVDCR's FY2018 regional-jail report. They cover all five counties and custody groups, not Putnam alone, and they do not describe a current trend or recent-release list. Their value is narrower: Western has long handled a high volume of movements across a regional population.
Western Release or Sovereign Transfer
Western's county, state, and federal populations create a special verification problem. A person can vanish from the active regional-jail result because another sovereign took custody. Where a federal charge, writ, destination notation, or immigration detainer is actually documented, follow that evidence. The BOP Inmate Locator covers sentenced federal imprisonment and can display a BOP release date or a status outside BOP custody. It does not cover all pretrial detention handled by the United States Marshals Service.
The ICE Online Detainee Locator concerns immigration detention, not ordinary Putnam release history. A no-match can result from input, timing, transfer, removal, release, or coverage limits. No Putnam County ICE detention center or jail contract was verified. Use this branch only when a record supports it, and obtain Western's destination notation before stating where the person went.

Western Release Court Evidence
Putnam's court trail may be split. The West Virginia Judiciary court-access page routes users to magistrate and circuit records. Magistrate Court handles the complaint, first appearance, bond, misdemeanors, and early felony steps. Circuit Court handles indictments, bound-over felonies, felony dispositions, and some related criminal matters. Search the docket near the suspected exit, then obtain the actual bond, dismissal, judgment, commitment, time-served, probation, home-confinement, or release order. An index entry is not a substitute for the filed order.
VINE supplies a useful event signal for participating WVDCR custody. Record the exact wording, source facility, date, time, and matching identity. A VINE release or status alert still may not state the bond terms, court result, supervision, or another agency's hold. Western's own movement entry resolves the physical step. This three-part match, court authority, VINE event, and facility record, is stronger than an unexplained roster disappearance.

Report Western Releases Precisely
Match the claim to the source. If a court order authorized release on a date but Western supplied no physical exit time, say the court authorized release that day. If WVDCR records a transfer, name it as a transfer. If VINE reports a custody change, attribute the event to VINE until the facility confirms it. “Not found on the active jail search” is accurate when that is all the search proves. It should not be shortened to “released.”
Identity matching also matters. Use full name, date of birth or age, booking or offender number, court case, booking date, and institution. Similar names and updated records can create false matches. An image alone is weak identity proof. Save the search time, because live custody sources change. These habits preserve the key distinction at Western: leaving the regional roster, leaving the building, leaving WVDCR authority, and returning to the community can be four different events.
Release logistics remain unverified. The reviewed sources do not publish a fixed release hour, public exit point, property-return procedure, family waiting area, transport promise, weekend rule, or booking-retention term. Call Western for current facility instructions instead of relying on assumptions.
