Check Putnam Judicial Movements

To find someone released from the Putnam County Judicial Division holding facility, first identify what happened in court and where the Sheriff transported the person next. This short-term courthouse operation supports appearances in the local circuit. It is not an independent adult jail, sentence-serving institution, or public booking archive. A person may return to the regional jail, move to another lawful custodian, or leave under a court order. The Putnam County judicial holding release path is therefore proved through the filed order and transport or jail movement record, not through a separate holding-facility roster.

Putnam Judicial Holding Release Role

The Putnam County Sheriff's Judicial Division operates courthouse holding for incarcerated people appearing in the 29th Judicial Circuit. Staff also transport people to and from court. This role explains why someone can be physically present at the Putnam courthouse while the active custody record names Western Regional Jail and Correctional Facility. The courthouse stop is one stage in a movement chain. It does not create a second county-jail booking system.

After the appearance, the ordinary routes are return to Western, transfer to another authorized custodian, or departure under the judge's order. The order may address bond, dismissal, time served, probation, home confinement, commitment, revocation, or another status. Yet the order and the physical movement answer different questions. The court establishes legal authority. A Sheriff transport entry or Western movement record establishes where the person was taken and whether the person actually exited custody.

Important: Seeing a person leave the courthouse does not show whether the person entered the community or boarded a transport vehicle.

Confirm Putnam Holding Release

Begin with the Putnam case, not an assumed holding roster. The West Virginia Judiciary Court Record Access landing page separates circuit and magistrate routes. Magistrate Court commonly holds the complaint, initial appearance, bond, misdemeanor events, and preliminary felony record. Circuit Court may hold an indictment, bound-over felony, judgment, sentence, or later release-related order. Search results are an index. Obtain the filed document that controls the event.

  1. Match the person to the Putnam court case using name, case number, date, and other lawful identifiers.
  2. Read the docket around the appearance and obtain any bond, dismissal, release, commitment, probation, home-confinement, or revocation order.
  3. Call the Judicial Division for lawful procedural or transport information it can provide. Do not assume staff can disclose person-level details by phone.
  4. Check Western's current WVDCR regional-jail listing if the person was expected to return there.
  5. Request the relevant transport or movement record when the public sources do not establish the destination.

A matched court order and movement record give the clearest answer. A bond order alone says release was legally possible if its terms were met and other holds cleared. It does not prove execution. Likewise, a name absent from Western's live search does not prove that the person walked free from the courthouse.

Note: Preserve the docket date and search time because a court index and a live custody source may update on different schedules.

Putnam Holding Records Contact

The Putnam County Sheriff's law-enforcement divisions page is the appropriate starting point for Judicial Division operations and Sheriff-created transport records. The research identifies a division telephone number but does not publish a distinct street address, records-request form, public counter schedule, holding roster, release fee, or retention period for the courthouse operation itself. Do not attach Western's address or hours to this facility. Written requests can use the Sheriff's published main office address while clearly naming the Judicial Division record sought.

Describe an existing record. Provide the full name, court case number, appearance date, originating facility, and approximate transport window. Ask for the nonexempt transport, holding admission, holding release, destination, or return notation that already exists. If the record belongs to WVDCR because it documents a Western movement, route that part to WVDCR. If it is a filed order, obtain it from the appropriate court clerk.

West Virginia FOIA allows a reasonably specific request without a special form. Ask for electronic copies when they exist, request advance notice of reproduction cost, and seek the statutory basis for each withholding or redaction. The statutory five-day period concerns the custodian's response choices. It does not guarantee final production of every record within that span.

Putnam Court Release Record Split

No single office necessarily holds the whole story. The Sheriff can hold transport and courthouse-operation records. The court holds the order. WVDCR operates Western and holds its custody movement. When a person comes to Putnam court from Western, those three sources describe connected but distinct acts. A careful release check assigns each fact to the source that created it.

Putnam's case trail can also cross court levels. The Circuit Clerk's case-types page uses local categories that include bound-over felony, felony, misdemeanor, and criminal magistrate appeal records. A bond order and later disposition may therefore appear in separate records or offices. Search both levels when the docket shows that the case moved.

Western Return After Putnam Court

Western Regional Jail and Correctional Facility is the state-run adult regional jail serving Putnam County. It sits in Cabell County, not Putnam. A defendant transported to court can remain committed to Western throughout the court trip. If no release order took effect, a return movement is ordinary. This is why the courthouse holding facility should never be described as Putnam's independent jail or used as a source of a separate recent-release list.

Use WVDCR's regional-jail search for current Western custody. The interface is not a historical release archive. If the person was listed before court but is missing later, compare the court order, call Western, and request the movement entry. The record may show return, transfer, or exit. The Western release page explains the regional-jail verification path and the branch into state or federal systems.

Court holding
Short-term secure custody connected to a court appearance.
Remand
A court direction returning or committing a person to custody.
Commitment order
The filed authority directing confinement or transfer under the case.
Movement record
An agency entry that documents transport, arrival, return, transfer, or exit.

Note: An active Western result supports current regional-jail custody, while its absence still requires an affirmative release or transfer record.

Putnam Holding Transfer Evidence

A person leaving the courthouse may enter the custody of an agency other than WVDCR. That branch must be supported by a destination notation, writ, docket, or other official record. Do not infer federal or immigration custody from a missing jail result. Western has held county, state, and federal populations, but no Putnam County ICE detention center or contract was verified.

For a documented federal matter, the federal docket explains pretrial detention, sentencing, and supervised-release terms. The BOP locator addresses sentenced federal incarceration from 1982 onward, but a person held pretrial by the United States Marshals Service may not yet appear there. For a documented immigration transfer, the ICE locator concerns present immigration detention. A no-match has several possible causes and cannot prove community release.

The transport destination is the bridge. If a Sheriff or WVDCR record names a receiving agency, use that agency's system within its scope. If it states that the person left under a Putnam court order, pair it with the order. Avoid collapsing “left the courthouse,” “left Western,” and “left custody” into one claim.

State Putnam Releases Precisely

Use language as narrow as the evidence. A docket may show that a judge entered an order on a certain day. Unless a transport or release record supplies the actual movement, describe the order rather than an exact physical exit. If the Sheriff record shows return to Western, call it a return. If Western records a transfer, name the transfer. If all that is known is that the person was not found in a live search, report the no-result and the time searched.

Match identity through name, birth details where lawfully available, court case, booking or offender number, date, and originating facility. Same-name errors can link a court event to the wrong custody record. A photograph by itself does not solve that problem. When sources conflict, check source time and scope before choosing an explanation.

Public access can also be limited by law, court order, redaction, or expungement. A no-result may reflect the present public access state. It is not proof that the underlying event never occurred, nor is it a reason to rebuild sealed information from old copies. The goal is a current, source-based account of the court and custody movement.
